Sir i have a doubt In artcle 88 it is mentioned that " Every minister shall have the right to speak and take part in proceedings of "EITHER HOUSE" but he shall not be entitled for vote. In appointment of minister it is said that "A minister who is a member of one house in parliament has the right to speak & can vote for only that house" Please sir ek baar clarify kr dijiye 🥰❤
