Because it is! It's Patrick Warburton. He voices Joe Swanson on Family Guy, as well as provided the voice of Buzz in the Buzz Lightyear of Star Command cartoon that aired years ago. He's also the flight attendant you see in the preshow video for Soarin' at Epcot.
