The combo counter gets reset, so it's not a combo. I think the trunks player just didn't block after 6m. he also didn't mash a button after 6m or it would've said counter on the side of the screen.

Due to his 6M's active frames Cell has always been able to combo from it from certain distances. It's hard to setup, mostly it's done in the corner. And very rarely it comes up naturally, like what you've seen here
