She's not making him live there, she doesn't even know how bad it is. In fact I'm sure she doesn't even know where the place he lives is. He's the kind of guy who's too shy to get help from others cuz he'd feel bad. I mean, you saw it yourself, he told his mom that he'll be staying at a friend's place so she doesn't worry about him. Plus, we never even saw him telling her the true nature of the place, all he told her was the location, and that doesn't give anything away about the kind of crappy place that boarding house is.
