It's good that the people still wanna help out even though they doesn't speak the language fluently. The traffic light part made my day! We have Chinese who can't speak a word of Mandarin here in Malaysia and Singapore (whereby they are known as "banana")
Not surprising at all. I have cousins born and raised there, adults now. they are all multilingual, they can all speak Mandarin, English plus one more. One also speaks Russian, another Portuguese, two others speak Spanish. English is standard curriculum in primary schools. If they just do that, the bare minimum, you have the "red, yellow, green" guy. But a lot of kids also go to after school English classes. In college they may also study abroad to learn another language.

Speak English, or get the fxxk out of my country! 3. 完!
