I don't think Chad is dumb dumb. He has a brain (evident by he was able to sneak in to print out the key and stuff as well as use his charm to manipulate others). It's just that he use his brain for vanity thing instead of improving himself and actually helping.

Kind of makes sense why he’s like that tho, he has super wealthy parents that although were kind people, they probably didn’t discipline him enough. Plus in the new movie Chloe got shoes for being nice which means he was most likely rewarded with objects for being a good person.

What I wanted in the third movie was to see Cinderella and Charming take Dizzy out for ice cream sundaes with Chad being dragged along, Cinderella and Dizzy swapping Lady Tremaine stories and cleaning tips, Cinderella decide to do something with the hygiene condition for the Isle, Chad to ask why they should care about it, Cinderella and Charming choosing then to have a talk with Chad about what they've heard about his behaviour at school (mostly his treatment over girls) and saying that he need to keep an eye out on Dizzy now and that they're cutting his allowance in half (it's still a LOT of money though), and while he's getting to know Dizzy she changes his hair style again into something less conventional but a bit more colourful in the 'it shocks you at first but then you look again and realise it's actually really cool' kind of a way but for it to take a while before she gets just the right shade.
