I doubt the death devil will even be the final antagonist. Fujimoto has never set up a big bad implicitly earlier in the story and kept to it. In Fire Punch the suspected final antagonist was the fake ice queen chick, but it turned out to be "Fire Punch" or Sun depending on your interpretation and in Part 1 of Chainsaw Man, the supposedly final antagonist was the Gun Devil however it was actually Makima. I don't know what Fujimoto is cooking up but I don't think the Death Devil will be the final boss.

I don't think she's dead because if you look closely at her head, she's still alive. Remember she is the Control Devil. So as long she's connected to other living beings, she'll survive anything. Devils can be put back together to revive them, public safety also most surely has a devil who can reassemble the dead (seeing how they can extract and return eyes without any damage being done) - the question is rather, why is Fuji destroying his own series like this. At this point the only thing Fuji does is beat down on Denji by making him more and more miserable, and by beating down on the reader. Pochita hasn't come out yet, which he does on his own, he can "override" Denji and just bust out of him, transforming his body into Pochita Gear 6 at any time he wants. Pochita is most likely not going to come out, ever again, because if he does, Public Safety / Fuji would pull a stunt against all odds and against all logic to somehow detain Pochita and control him. Fuji is going against all logic and against all possibility at this point, it's just plot devicing and rule bending to make Denji as miserable as possible. It's almost as if he doesn't even enjoy the manga and wants us to just stop reading.
