Basat bhai, ICC will negotiate a good deal with Pakistan in revenue and increase percentage to make Champions trophy work for both India and Pakistan. India will never go Pakistan for 2 weeks and I can't see the full tournament been taken away from Pakistan as that will be bezati for ICC. Trust me this will be a hybrid model. India will play thier 3 games in another country and 1 semi final will be held out of Pakistan which if India qualify then they will play thier semi final outside Pakistan just like recent T20 world cup semi final. Only time India will play in Pakistan will be the final. They will fly in the same day of the match. Play the match and leave for India on the same day.

Best scenario for Pakistan will be hybrid model. India will play thier group games in Mohali whislt rest of games will be in Pakistan. 1 semi final will be in Lahore and 1 semi final in Mohali. If India qualify for semi finals then they will play in Mohali no matter if they finish 1st or 2nd in group just like in T20 world cup recently. India will only travel to Pakistan to play final in Lahore. They will travel same day, play and same day go back to India. That is best scenario for Pakistan and ICC

ICC Broadcasting Rights have been sold for US$800 million per yesr. Out of this US$750m have been paid by Indian broadcasters. If India is not participating then that fees will not paid and PCB will lose 90% of it's revenue from ICC. That is the reality. Mohsin Naqvi can do what he feels like.
