There is thermal liner, which means it can be used for winter as well. However, I don't know its just a vest or a prober long sleeve liner

Hi Justin, the Target H20 is indeed waterproof! The waterproof layer is laminated onto a carrier to construct the REV’IT! hydratex®|Z-liner membrane on the jacket. So you'll be getting a waterproof jacket :)
