@@ceetism You said it, but a lot of us are thinking it. It's a basic rule of disc golf (and just being an adult in general), don't throw unless you're sure you won't hit someone. So why step up and attempt to throw a disc hard when you can't and there are people standing where the disc usually goes?

Par doesn't change how the course plays. Maine is a 100% pay to play state and has some of the oldest courses in the country. The "casual" or soft pars was a marketing ploy to try to catch newer players to the spot. They would play and be like "wow I'm shooting par I really like this" they would then buy more discs pay more greens fees and be hooked.
