It is very clean but can still be better, if you look at some of the curb and junctions there is still dust/dirt along the road which can be cleaned to look even better.

Roads are looking really good. Just need to clean up the dust on the roads along cubrs and this would be perfect. The roundabout junctions would be a good opportunity to build cool sculptures that can serve as eyecandy and landmark.

I think it's due to rain. This is video was recorded during monsoon otherwise there is very minimal dust on Chandigarh roads. Every night dust cleaning machines are used to clean roads all over Chandigarh, you can see them running at night and morning time.
