Why the cops only got a 60 second timer on death?

If anyone gets knocked down by fists they just get a concussion and are able to pick themselves up after 60 seconds but obviously that isn't the case if you get shot.

I’m pretty sure it’s so the officers that get shot at the beginning of a 30 minute shoot out can go back on duty and patrol somewhere else. They just can’t go back to the active scene.

You can't start a fight within the safe zone areas but if there's an already active shootout, you can. Like for example they were killing someone and they go to benny's, they could still kill that someone in benny's because there was an active shootout that was happening already.
