@Dr Boom Thats exactly why angel made it such an obvious question, the cops asking angel if they should shoot or not should already be shooting since there were already cops down and the crims were shooting at the chopper angel was controlling. Yes i agree in a real life situation you would be calling back-up etc. If memory serves all the cops on the server were already there, out of 4 crims i think 2 were already down, 1 was being chased and as seen in this clip 1 tried to steal a cop boat, it was already a shoot situation during the car chase.
