does one of the cornet players do the bugle calls here or is there specifically a member of the corp of drums always there?

There is always a drummer on duty who sounds the calls. You can see drummer carrying the case for the colour as he marches just behind the band as they exit the gate on the way to the palace.

Sometimes, if there's no duty bugler or another regiment other than the foot guards on guard duty, a cornet player from the band will play it. Difference can be easily heard, though

@@user-ir7os6wh1w Except when the duty bugler was now DMaj Stuart Laing, WG who was a cornet player in the Band of the Welsh Guards before making a rare transfer to the Corps of Drums.
