No, because it appears that the Russians and HTS will come to an agreement as to keeping the Latakia and Tartous bases. Even if they loses those, they will surely negotiate with Haftar as to a naval base in Eastern Libya.

He inherited his father's country. He tried liberalism but his military top brass and institutions were rotted to the core. He was close to being overthrown by his own military when he told the generals to stop stealing from the troops. The west could have helped him complete his reforms, instead he relied on Iran. Broke and surrounded by people he didn't like.
