Kakao is almost exclusively used by Korean or Korea locals. I don't think it will make a dent on other chat apps and AI alliance like Tencent + Deepseek. Wechat is a top 10 downloaded messenger app in US and Kakao talk is no where to be seen on the chart. Of course Trump supporters will see it differently as always.
