You have to agree to what is sustainable. It is one thing to agree to 250,000 but then you don't get the money because of arrears. It makes no sense. Agree on the little or much you can pay and pay it regularly and promptly. First of all pay off all the salaries and wages arrears in the system in all states. Get the pension system working and sustainable. Get the arrears of gratuity and owed pay off. Get the social security system and National Medical Insurance benefits system working. The first things first.
