The biggest hinderance to get a Canada study permit is proving you will return to Nigeria. Besides that, after studying in Canada or wherever, he would definitely need the government's backing to venture into any serious aerospace project. Either that or he has an incredible stash of a billion dollars somewhere to do it by himself. The Nigerian government is seeing all the advancements around the globe, yet, they're doing nothing to progress in that direction.
