Not a sample. That's Fred Giannelli playing the chords and leads in the studio. That first full-sounding chord is also used on one of the tracks on the Peak Hour LP - and that may either be a re-usage of the guitar here or just a chord he happened to repeat. I'm not positive, but that may be what sounds familiar.

There was a really cute and pretty comprehensive Psychic TV lyric book made in Italy in the early 90s. Probably pick one up on Ebay. Although the lyrics to this song are a direct lift from Robert DeGrimston, the charismatic leader of The Process Church Of The Final Judgement, in his essay 'The Gods On War'.
