Edit: There might be other wraiths one appeared to Raziel as a witch in the comics sent by the Elder God.

Pretty much every vampire could adapt to eat souls and reinhabit free bodies. Theory is that the elder god didn't do anything with raziel but was just lucky to be there when his resurrection happened

many but they are all either long dead vampires that adapted, or they have been wraiths for too long and their mental state devolved niot a mindless servant of the wheel. if anything Raziel is unique in the way he was created and his aiblity ot project his form into the material realm(possesing corpses)
