The BPA is total BS. If Caleb Williams is available at 5 would Joe draft him? no. Is he one of 5 best players?.Yes.. And as soon as you say "Well besides QBs" what you are actually saying is "Who are the best players at positions of need". Which has nothing to do with BPA.
