I think it wasnt Charlie fulfilling a promise. I think it was Sam ensuring his brothers going to be okay when he goes on. At that only moment he doesnt show Sam knew he can finally move on and says i love you Charlie

If i had a brother like sam and i made that deal then he'll be angry i didn't come i would be sad and angry at the same time, some part of me wants to forgive him but some part of me will be like "U'RE DEAD OK!? WHY THE HELL CAN'T U UNDERSTAND I HV TO BE WITH SOME OTHER PEOPLE!?"

I think they both wanted to move on for awhile and that it was both of them needing each other that brought Sam back every sunset. Sam wasn't trying to keep Charlie to himself. I think he didn't want to leave Charlie while he was still struggling with his death so he decided to stay. Knowing Charlie was going after Tess made him feel sad of course but at the same time he was happy they could both move on.
