He knows full well in this world today that people are gonna approach him to ask him wtf is he doing, with the world being full of terrorism and god knows what else he knows he's gonna be approached and asked what he's doing. The fact is, Charlie is allowed to take pictures and videos of the outside of the building, and in this day and age, everyone has a phone in their pocket and takes pictures and videos all the time. Charlie is definitely not perfect but the escalation to the physical was completely on the contractor. Imagine if every time you felt someone was a bit rude to you, you goaded them into continuing it and implied you would harm them for it. Now imagine doing that at work. At any time the contractor could have used his brain and thought "this guy technically isn't doing anything wrong (he already knew this because he said it himself) and he's an asshole, I'm not gonna waste my time talking with him and I'll walk away." But he didn't, he took Charlie's attitude as a challenge and felt the need to get up in his face and goad him. I think it's totally reasonable not to like Charlie, but even if he's a bit rude the contractor didn't have to respond the way he did, Charlie wasn't threatening him.
