In Scream 4 the robe Ghostface wore as he killed Hoss and Perkins ended at the feet and in Scream 6 the shrine displays Jill’s statue as the same one from the cop kill. Charlie whom is the only other killer has his robe end at the ankles just like the robe seen at every other GF kill and site. The robes in S6 are canon to the wearers that they are shown to accompany meaning it was Jill who killed the cops.
