Your Target definitely has more on the pegs than ours. They did get some new Matchbox In and I found a red edition SS Holden truck. That's the only one I have seen. Awesome video

1:50 They're not necessarily doing it to "let you know." They're doing it because they found that car at the back of the peg, where they couldn't see it very well, pulled it out to double-check it, and then replaced it at the front of the peg because that is the easiest thing to do.

I found that belly tanker chase at hobby lobby here, it sat there for at least 3 weeks!
