Gimp makes Normal maps...import the image and go to Filters->Generic->Normal Map.

Krita has tool to convert image to normal map too, but I am not sure if it is as good as Photoshop though.

I’ve got affinity (and ps) so I can get the plugin but I’ve been using materialize (free). Have you used that program? Any difference in perceived accuracy?
