From this to putting the pump outside the boat and open water doesn’t make the bait live longer?

I suppose you could do that if you wanted, but it would be sloppy and prone to getting caught on things and ripping off the boat. The water coming through the spray pipe breaks the surface tension inside the container and allows fresh oxygen to exchange with carbon dioxide, thus preventing the fish from suffocating. The only thing bringing fresh water in from the lake would do would be to remove ammonia from the water inside, which shouldn't even come close to building to toxic levels in the few hours you'd be on a lake. If you were planning to use this for long-term bait storage, say over a week long fishing trip, this issue could be easily taken care of by removing some water with a bucket and replacing it with fresh lake water every night.
