Rebel leader calls for direct talks with Yeltsin
Chechen rebel leader Dzhokhar Dudayev late on Sunday (7/4) said
for the first time that he was ready to begin direct talks with
Russian President Boris Yeltsin to end the Chechen crisis.
Speaking to reporters in a mountain hideaway, Dudayev said
mediators lacked the ability to enforce a settlement and that in
his opinion the war would continue without end. The president of
the breakaway Chechen republic said direct negotiations with the
Kremlin would be the most effective way to end the 16-month
conflict. The rebel leader made the announcement in response to
the peace plan proposed by Russian President Boris Yeltsin on
31 March. The Chechen republic became the scene of a bloody war
when Russian federal troops invaded in December 1994. Thousands of
civilians and soldiers from either side have perished in the
conflict.
