primer is applied on plastered wall first or putty ?

1st clean the plastered surface with grinder Then Apply 1 coat of Primer Then 1 day later apply 1 coat of Stucco (putty) wait for it to get dry then apply 2nd coat Then Do sanding and check leveling Then start final topcoat painting of 2 coats
