Buying Hank a drink probably didn't increase Connor's instability because it happened out of fixation on his goal to get Hank out to the crime scene and being nice to him was just emotional manipulation (playing nice so he will listen) to achieve that goal. They had no relationship at this point so Connor couldn't do it because he genuinely likes Hank like he can later on. Would be my explanation. (description)

From what I have found, the locked option is locked due to a bug in the game. There was supposed to be an event where Connor gets into a fight with Gavin, and Hank intervenes and saves Connor. It's supposed to say "Thank You" or something. There are voiced lines which confirm it. Basically Connor thanks Hank for stepping in, and Hank says he already regrets it, causing your relationship with him to go down a little bit.
