Yes it would. Per the locals, I have talked too, worms, give off a scent that the trout picks up.

What is your set up like? Do you put a leader on your line? If so, what size? 3 lb leader?

#2 Blue Fox Spinner in gold unless fishing deep water then i use a #4 hook, #7 round split shot and night crawlers. Use ultra light gear all around.

You may be outside the boundaries and need a North Carolina fishing license. I see no signs that say you are in Cherokee Native waters and need a permit.
