So, when I spin 600 keys for Zl, can I get more and less 5 frags of ZL ?

You can get many, or you can get none. There is no bad luck mitigation on it sadly so if you spend 6000 diamonds to change wish hero there is no guarantee you actually get that wish hero. That is why you only spend the 6000 if you have 1200 or more keys
