How to manually balance a grinding wheel

Should you have to balance a grinding wheel everytime you put a new one on the hub? I operate and setup cnc roll grinders and lately we have had to balance our wheels almost everytime we change them. Only recently began having issues and having to balance the wheel and hub. It's hard on a guys back.

My wheel only has 2 weights instead of 3 can I still balance it.

It’s missing that third weight somehow. You can balance it, but it’s a bit more difficult.

Its not properly balance. Minor unbalanced Arrow is go to down

And why should the arrow point down? If it’s balanced it should stop anywhere.
