2015 Chevy Cruze 1.4L Turbo. P0299 Code for Turbo Underboody. The repair shop suggested a new manifold but wait Let's check this out together and see what it might need. Maybe a cheap fix this time. Always check the obvious first.

Is it because that clip comes off that it can’t close properly? I’ve having the same coding problem with my Chevy Trax currently

If the clip falls off and the arm falls free then the actuator can’t control the turbo waste gate lever. So the turbo can’t produce boost pressure. This results in a lack of power as well as triggering the low boost pressure code.

Should the actuator move freely? Wonder if mines seized shut it’s not moving at all.

There is a spring inside the actuator can that you would need to push against. If you have access to a vacuum pump you can remove vacuum line to engine and install the vacuum pump to see if diaphragm is good and mechanism moves.
