They've done a rubber duck race like this on the Snake River in Idaho Falls for decades. The ducks get collected downstream.

This is a controlled event done for a good cause and the participants recollect every rubber duck from the water. There's a barrier used to keep the ducks from wandering too far. Hush with the fake moral outrage, already.
