Considering Hermann did NOTHING that episode.... what are you talking about? Casey deserves it far more. He went above and beyond more then once, and saving his men, every episode. All Hermann does is run a bar and inspire others. Thats literally all that characte does. Never sacrifices himself etc, that's why he didn't get a medal for anything he's done. All he does is effect maybe one person every call, thats it.

It's gotta be hard to do a job like that side by side with your life partner. In order to the JOB right you have know that each individual went into the job knowing the risks and that each call can be the last and you can't keep that private life care over that person in the line of duty. But it's human nature for that to take over. Which is why they don't usually let couples work together. Casey and Dawson make both sides of that work everyday.

Doesn't the Captain still basically do the same job as a Lieutenant with just more office responsibilities? I mean when Kelly was demoted to just as being a member of Squad they brought in a Captain to replace him. You're not going to have a Captain and Lieutenant working on the same Truck.

In case you haven't seen the episode yet: just prior to this scene, he had gone (with the rest of 51) to a multi-story car park collapse to help Gabby, who'd been trapped within. They'd all been getting ready for this ceremony just beforehand, so they put their turnout gear on over their dress blues. That's why his collar is dirty, from the dust of the collapse scene. That's also what he's talking about in his speech.
