I have been summoned, remember me? Thrilled to see that this might come back, or at least show up once every few months. The reason Brett doesn't always shame and recruit uruks is because he can't have anyone stronger than him, and the only way for him to get stronger is to complete mission objectives, and kill enemies. So with these choices in mind, the decision of who to recruit and who to kill comes down to how strong the enemy is for their level (which I can't really explain well), and (more importantly) how much Brett likes them.

when you shame them theres a chance theyll go deranged and go up in lvl and become tougher. you also have to track them down again to recruit a shamed orc which leaves you with another chance youll be ambushed. as for the ones he can recruit off the bat, brett tries to avoid filling his ranks with cannon fodder mostly so if they do poorly against him, how are they gonna handle his enemies. oh and you can only lvl up by killing orcs which is also how you usually get better gear as well.
