Correct, you pull the seatbelt through the lock off. You don't need to lock the seat belt.

There is an orange handle on the back by the canopy. Pull the handle and lift up the carrier.

You need to install the car seat with either the LATCH or vehicle seat belt, not both.

When I i installed the base, the front (the part that's not against the seat if the car) still seems to move too much. Is that normal? If not, what's a better way to secure the front?

Yes, it is normal for the front to move. It is important that there is no less than one inch of movement at the back where the latches are attached.
