This is the 5 steps all security or Loss Prevention officers follow to make a lawful arrest. Notice step 4 subject has to "exit" the store. It's not theft until subject has "exited" the store. Also the cops can't make a lawful arrest of theft because they didn't follow all 5 steps to make the lawful arrest.
