We already have enough CDR, close to 100, any CDR after 100 is very bad as it doesn't give much more CDR. Pen isn't as needed as pen got nerfed on the boots. Movespeed is really really good from my experience!

Move speed is OP stat on seraphine, helps you kite back and also line up perfect angles for multi-target E and R.
