It's not very good. There's a video of the purchasable weapons available somewhere on youtube. Travelers and the witch are much better than it.

It's basically a slightly shittier Snipe. You shoot it and then a cloud of purple dots appear right above the area you hit. The dots fall down, one by one, dealing 100 damage, total, just like the Snipe. The area is really small, so, realistically, you'll only get a single target. The cloud is affected by the wind, the same way the Digger/Builder is - it moves away from the target. This last detail is the only reason this weapon is worse than Snipe. All in all not a bad weapon (100 dmg is solid); really good in no wind mode, way worse if the wind is on.
