If the entire building is a converted monastery, of course any underground structures would be under the whole building. The apartment partitions on top now are only superficial and recent after all... But what kind of property owner or developer doesn't know there's a huge underground level full of freaky shit? Why wouldn't they level it, or fill it in, or close all access off as they built on the upper levels? Why build *_doors and hatch ways_* to the obviously disheveled, probably stucturally dangerous, hopefully unused, and definitely creepy underground level?? Let's just hope there's no external access that would allow people to enter your home through the floor door, and that the guy managed to seal off the entries to his apartment well enough that no potentially dangerous neighbours or the landlord themselves could make their way into his home whilst up to no good...
