灌水 in Chinese (pronounced "guànshuǐ) usually means "irrigation". (It's also the name of a town in Shandong Province.) But the two characters (taken separately) mean "fill" and "water". And, most importantly for your report, "灌水" is also a common Chinese idiom for "artificially increasing weight to cook the books". My guess? The person responsible for spreading the "water instead of rocket fuel" story doesn't speak Chinese. This suggests to me - an English speaker with really basic Chinese - that all the speculation about actual H2O in Chinese rockets wildly misses the mark. I suspect it's more likely that people with responsibility for China's rockets was caught "cooking the books." But using actual water to fill up rockets? My best guess is that's just poor translation.

I feel like there could also be the possibility that this is a situation similar to what we see in Russia, where a military official is put in charge of building up the missile stockpile and is given money to do so. But instead of buying the proper missiles, the official tells the manufacturer, "hey, if you give me some budget missiles, we can split the excess cash", leading the manufacturer to fill the missile with cheap water, rather than expensive rocket fuel. This would increase the "weight" of the missiles, to make them seem legit, while making them significantly cheaper, while, because the corrupt official pocketed the extra cash, in the books it looks like said official spent however much on missiles that cost however much, when in reality they are just budget knockoffs. I'm not saying this is what actually happened, but I am saying there could be a greater than 0% chance that this happened.

Chinese high-speed rail is not making any profit and is actually losing companies millions per year on maintenance and running cost because no one is taking the rails. The Chinese built millions of miles of rail just for the sake of keeping people employed and propping up their GDP but never thought of its long-term economic cost. Even if the rails aren't running, you still have to pay someone to go out there and maintain the systems. The US built millions of rail lines throughout the 1800s and early 1900s but ended up ripping them all out because no one was using them and cost too much to maintain.

For those who havent read the Indian government's Commission's report on how 1.8 billion Indians were unalived by the British Here is a short summary. First, it was done over a very long period of 200+ years. Not all in one go. And it was the British policies and laws implemented that killed 1.8 billion Indians, not that they were executed. The two main policies that wiped out 1.8 billion Indians are: 1: Allocation of food: Since the British were at war all the time, they didn't have people to do the farming. They made India do agriculture and then take it away. causing a massive famine every week. 2: Plundering of India's natural resources The British forced Indians to mine all the natural minerals in their country and carry them to the ports to be shipped back to England every day. extremely dangerous jobs, and these poor Indians weren't fed, and hundreds of millions succumbed to the exhaustion.
