I lived in China 3 years. The only van I saw like that had been turned into an information station at the local train depot. It was unusual to even see a regular cop car or an armed cop except for armored car guards. The customs officers used vans similar to that but with seating when they met foreign flagged vessels at the port. My comment is just opinion but it resulted from time spent in HK, Shenzhen, Guangzhou, Chongqing, Shanghai, Qingdao, and Beijing. I found China to be totally different than it is portrayed in western media narratives.

I have to admit i thought this is nonsense untill i searched first it, it turns out to be true, the convict's families need to pay about 700yuan (about 100 dollars) for the process in order to collect the convict's ashes, they can choose not to pay and leave the ashes as well apparently.
