Robert McNamara when speaking on the issue of nuclear deterrence brought up an excellent point in that China has effectively achieved deterrence all these years with a very small (compared to US/Russia) nuclear arsenal. Why do we need thousands of warheads and risk potentially wiping out a large portion of life on earth when we can achieve the same goal of nuclear deterrence with perhaps 20 or 30 warheads?

McNamara's comments aren't that relevant in the present day since China has increased warhead production in the hopes of eventually matching the US and Russian stockpiles. Accepted estimates currently put the Chinese stockpile between 250 to 350 warheads. The reason why most nuclear armed states have high numbers is for redundancy, if you have too few you run the risk of having the bulk of your nuclear deterrence being knocked out in a first strike.

Oppenheimer said something similar, but Edward Teller had crazy ambitions to make thermonuclear fusion bombs, which are exponentially larger. @TheKolbeg I stand corrected. Upon further research I find the many of the top minds; Szilard, Fermi, and Teller, were all political refugees who came to work here in the United States. It was their collective hope that their knowledge would not be used for warfare. A bitter irony, but Teller seemed to have no problem uncorking the nuclear genie and promoting the Hydrogen bomb in 1950.

Edward Teller was not a very pleasant person, from what I have read. He was determined to design and produce thermonuclear bombs, but J. Robert Oppenheimer was insistent that we continue with the smaller fission bombs. He was also against the development of the exponentially larger fusion bombs. Teller so desperately wanted to make the thermonuclear fusion bombs, that he went after Oppenheimer, publicly claiming that Oppenheimer was a Communist sympathizer. This was only based on Teller's "opinion", but this animosity resulted in Oppenheimer's security clearance being revoked.

Chinese steel production was below the West at the time of this film. Chm Mao said "we must produce more steel, we must set up a furnace in every village". Every village had a steel production target. But the steel they made was very low quality. Before long, each village was throwing good steel and useful tools into the furnaces to make poor steel that was good for nothing so that they could claim they met the target. The consequences of this action were that thousands of tons of useless steel was made in order that China out produced the West but huge quantities of good quality agricultural tools were sacrificed to the home made blast furnaces as an unintended result.

Fact or myth: in the cultural revolution, China was below the rest of the world in steel production. To remedy this, every town and village had to build a furnace and produce steel. The government set targets which were essentially impossible to meet. Plus, the home made steel was of very poor quality. Pretty soon, villagers were throwing good agricultural implements into the furnace to produce useless steel. The implements were impossible to remake from home made steel. The law of unintended consequences strikes again. Fact of myth, discuss.

Partial myth. The backyard steel furnaces did exist, but were not anywhere near widespread, and were abandoned quickly when it became clear they were ridiculously ineffective. China was buying entire steel production plants from countries all over the world between the 60's and the 90's. They bought most of the steel plant from the town I grew up in (Ravenscraig steel plant, Motherwell, Scotland) around 1994.
