How do I make those lines going down on the chip bag?

Those are called Guides. You would go up to the VIEW menu in your toolbar, go down and click on View Rulers, then once your rules are showing, you'd go to whichever one you need for horizontal or vertical guides. So for this chip bag, you'd want to go to your vertical ruler on the left, click down on the ruler and hold your mouse down while dragging it over to your design. You can then use your top ruler as reference to measure where you want your guide to line up with measurement wise in your design. You can also go in the View Menu and click 'Create New Guide Layout' (I believe that's how its worded) and it still give you an option dialog where you can key in the exact measurement coordinates where you want the guides to show and you can save them as a preset to use in the future. One of the main areas guides are used are to mark where your bleed and trim areas are when creating something for print, such as an invitation (which is what I make), most print shops use a 1/8" bleed which is 0.125 inches you'd want to add to your canvas/image size (for instance for a 5x7 invite that you want everything to print to the edge so there's no white border, you'd want to make your canvas size 5.25x7.25) then bringing your guide to 0.125" away from the edge, and a 2nd set of guides another 0.125" away from that (at 0.250") and that is what's called your safe area, you'd want to keep all text inside that area so it's not trimmed off if the trim is not perfectly accurate.

I just took a 2nd look at the chip bag and realized you may have been referring to the lines on the top and bottom of the bag where it would be sealed, and not referring to the guide lines! If that is what you were asking just let me know and I'll explain that instead!

I wrote up the answer about the ridge lines on the seal borders for someone else so I'll just copy it here now in case that's what you were asking also! You would simply go to your shape tool bottom left in the toolbar, click the 'Line Tool' and select at the top in the fill options what color you want the line to be, and make sure stroke is off, and then hit your shift key on your keyboard, then click on your starting point in the design and drag to your ending point. If you think the line needs to be thinner or thicker just adjust your line size up in the option toolbar by changing the number of pixels either up or down. Once satisfied with the line click CTRL/CMND+D to deselect the line. Then go to your layer the line was created on, right click, Duplicate Layer × however many lines you want to create, then take your Move tool and click on the original line (all the duplicated lines will be placed right on top of each other) and drag it to the spot you want it, once you click on the original line the 2nd time and drag it up to the next location, Photoshop will display pink lines and numbers indicating how far the spacing is between the lines and it will show arrows in pink in the spaces between the 3 lines showing when the spacing between them are equal to each other. Then when you move the duplicated lines to it's new spot each time move it around until you see that pink display come up confirming that the spacing between them is equal. Hope this helps!
