Jane had plenty of time to improve his shooting skills. He could have gone to a shooting range regularly and get better with those guns. With that behavior has no chance against RJ

Jane hates guns. He doesn’t like going near them, let alone firing them. And besides, I daresay from Jane’s point of view, a gun would be too easy. He wants to strangle Red John with his bare hands. And (SPOILER: he does, in fact, strangle Red John to death with his bare hands)
