How do you unlock Jackson Storm in this game

I haven't unlocked Jackson Storm yet, but you unlock vehicles by finishing challenges on the Hall of Fame record books. I think that Storm might be one of the later characters you unlock. He could also be a Master Event opponent. Beating the Master event unlock cars as well.
