Pekora's introverted nature is different from other Holomems, like Aqua for example. Aqua might be introverted, but she welcomes every new friendship she has made. Her relation with Towa and Suisei after StartEnd is a perfect example. Pekora, on the other hand, actively tries to keep others at a distance, I don't know if she's afraid of getting close to someone or what it is... but that's how she usually acts.
