허허 top-notch means excellent, not exactly the same as best. A, B, and C all could be top-notch but one of them is the best. If A is the best, B and C can't be the best even though they both still could be excellent. Then again, Koreans tend to say 최고야 when they mean excellent so I wouldn't say it would be incorrect to say top-notch means 최고야.
